IDE selection for RH850 Microcontroller

That depends on the RH850 compiler you want to use, e.g. the Renesas CCRH compiler, the Green Hills GHS RH850 compiler or the IAR RH850 compiler.
The GHS MULTI IDE supports only supports the GHS RH850 compiler: RH850 and V850 Embedded Software Solutions
Using the GHS compiler is mandatory if you want to use the Renesas MCAL.

The IAR Embedded Workbench IDE only supports the IAR RH850compiler: IAR Embedded Workbench for Renesas RH850 

The Renesas CS+ IDE supports the GHS RH850 compiler and the Renesas CCRH compiler: CS+

The Renesas eclipse-based e2 studio IDE supports all three compiler: e² studio -information for RH850 Family

Please keep in mind that you always need a valid compiler license, independent of the used IDE.

That only depends on your requirements. You should first select the compiler and afterwards evaluate the IDEs supporting the compiler. I personally propose to use the IDE of the compiler vendor.  The IDE of the compiler vendor is typically included in the compiler license and both Renesas IDEs (CS+ and e2 studio) are free of charge, so that nu further investment is necessary.
