Hello every one, I have a question that what does the MCU Vcc(mv) == 3300？Is it mean MCU will work over 3300mv, and the it will not work less 3300mv?

This setting is just a information for the system. Some peripherals require different settings based on the supplied voltage. Entering Vcc here (in mV) allows the relevant driver modules to configure the associated peripherals accordingly.
The range for Vcc is from 1.6 to 5.5 V.
