Which EEL are you looking to use? Unfortunately there is a distinct lack of sample code available for the FDL/EEL on RL78.
Type T01 / Standard - for larger memory devices, typically requires > 4KB of on-chip data-flash, higher RAM+ROM requirement to use
Type T02 / Tiny - for smaller memory devices, requires less resources (RAM+ROM) from the application
