You can use as reference the application note below, that implements a SCI bootloader on RX140:
Ιt uses Xmodem protocol to transfer the image from the user's PC folder location to the internal flash of the RX.

If I understand your question, you want to use the SCI-Interface boot mode of the device to program it?

the replay can you please confirm below points..
1. We dont need to implement any specific code for above appplication.
2. we have to do hardware connection as per below.
3. on application of Renesas Flash Programmer.
4. Create New Project select path .
5. In communication Select COM Port from the Tool Button .
6. Press connect Button.
7. Load the particular host which we requred.
Now my I have a one question
How we have to power on the board is from exteranal power or it will power automatically from external power supply..

please confirm i will explain what i understand,
1. First we have to define Boot loader Program with condition of checking input from user for updating firmware or not .
2. load the boot loader program on the MCU using Debugger (E2 lite,E1 etc).
3. Restart the MCU Generate the condition of erasing application Code & update previous code with new One.
Now the my question is that
Is we need to use any dedicated port for SCI

2. The image that you shared is for USB-boot, not SCI-boot.

Options for powering the board depends on the board design - if this is a Renesas board, power can be derived from USB or separate external connection.

JimB's solution is related with a specific mode offered by RX device and it has to do how to flash the chip without using any dedicated flash interface (SWD/JTAG), but you have a direct SCI or USB communication using a specific SCI channel.
My suggestion is related with customized boot loader program that you load on the chip directly ( by flashing the hex file) using any flash programmer with any emulator/debugger and after that, you can use any SCI channel through Xmodem to update any time the app's firmware on specific flash code section.
